My neighbors dog killed my kitten!!! :(?

I had a cute siamese kitten and she disappeared about two weeks ago. She was very nice and loved all animals even dogs. Well I live in a neighbor hood where everyone knows everyone and this lady four houses down has a mean large dog. At first I didn't think much about it but I have another cat who came home and with a hugeeee chunk ripped out of her. The vet bill was exspesive but we are so happy she is alive. Well there is only one dog who could have killed my kitten and bit my cat. And this dog has killed raccoons before! I'm very upset and so is my little sister because that was her cat! What should I do? I really don't want anyone else to go through this... It was sad. My family loves animals :(
