Tax rules for US citizens working as an independent contractor in India?

I got a contract position working for a supplier in India. The contract company is in US and will be paying me as an independent contractor. They say I am responsible for all my taxes. Do I have to file US taxes on the income as I am totally outside US and the contract company won't issue a 1099 ?
