What lisc. do I need for a business in Ohio?

Ok here is the problem. My husband's cousin has a business in China, India and Egypt and he wants to open a branch here in the USA. He wants us to run the branch over here. We would be selling to other businesses, so we would be their supplier for products,(ie Clothes, Electronics, spare parts, etc) I know we will need to get a vendors lisc but I'm not sure if we need to get a business lisc or if he needs to do that. If some one can help and point me in the right direction that would be great.
