Is VAT applicable to export goods to China from USA?

I want buy a used PLC from Ebay, if the supplier in the USA, and the offering price is 300$(Invoice Value), I'm in china, which fee should I pay for it? and the rate? I'm first time to do it. More detail, More better! Thanks!
