Does this mean i can't inhale duster?

On the duster can my mom bought it says "SAFETY BITTERANT ADDED to help discourage inhalant abuse" What does that meann?? the last one i bought didn't say that? please don't lecture me on how bad it is to inhale duster i know. Please just answer the question. Thanks
