Does the ring of light around my key ignition ever turn off?

I recently bought a 1993 Plymouth Sundance Duster, and I haven't driven it yet except from the sellers house. I just noticed tonight a light coming from inside of it as I walked by, There is a ring of light around the ignition and I cannot turn it off. Now the battery is dead and it wont start.
