Does clipping a cat's nails have the same effect as declawing them?

I'm going to get a cat, but my mom doesn't want it to rip up our furniture. She wants it declawed, but I am against it. I was just wondering if clipping them gets the same results as declawing. Also, a little first-time-cat-owner help would be nice!
